[Biopython] EBI module expansion/development

Hello Francesco and community.

>From the standpoint of organisation and clarity, it feels reasonable
to try contacting the developer and incorporating
https://github.com/bebatut/ebisearch first.

If that effort fails, it is then dbfetch what should be incorporated
into Biopython.
