[BioPython] NCBIDictionary and genome database

Hi,

It works. I would just ask if it would make sense to include other
databases (popset comes to my mind)?
http://www.ncbi.nlm.nih.gov/entrez/query.fcgi?db=Popset
Other parts of the code seem to support this particular one.
