I've received encouraging responses to my message of this Tuesday proposing a Biopython module for population-genetic analyses. So I'll go ahead and revise my module for incorporation into Biopython. Unless someone objects, I'll name the package Bio.PopGen. Until it's ready to use, I suggest further discussion of it happen on Biopython-dev.
