TextTools ("mxTextTools") can be found at  
http://www.lemburg.com/files/python/mxTextTools.html

and is linked from the biopython download page at
http://www.biopython.org/Download/

You may want to go there, as you may also want to follow 
the links and install Numerical python and ReportLab, 
although these are supposedly optional.
