[BioPython] Python bindings for the Nexus Class Library

I've (finally) put together some python bindings to Paul Lewis' Nexus
Class Library.  Nexus is a data format widely used in phylogenetics, and
these bindings allow Nexus files to be parsed, and expose an
object-oriented framework for accessing the data.  It uses the
Boost::Python C++ library.
