[Biopython-dev] More PDB stuff

Added:

NeighborSearch.py:
Lookup of neighboring atoms, residues, etc.. 
Makes use of the KDTree module.

Selection.py:
This module does things like:

get all residues that belong to a chain
get all atoms that belong to a structure
get all residues that contain given atoms
etc.

Regression tests follow later.
