[Bioperl-l] Blast to gff

HSPs are features.  Hits are feature containers - we could implement it so
that Hits were more aware of their HSPs, but this then requires something
like tile_hsps or finding max/min HSP location for the set of HSPs.  I
really prefer that this be done explicitly by the programmer rather than
by us within the object unless people have strong feelings.
